Based on his suicide note, Shisui told the Uchiha clan that he was no longer strong enough to follow the coup plan.

Before his death, Shisui wrote a suicide note addressed to the Uchiha clan.

In the note, Shisui said that he committed suicide because he could no longer follow the Uchiha clan's coup plan. His hope was that his death would stop the coup.
