The Gorosei first appeared in One Piece in chapter 233.

By the way, chapter 233 where the Gorosei first appear was released in 2002.

In chapter 1069, Stussy explains the hierarchy of authority for controlling Pacifista.

The highest is the Gorosei, then Vegapunk, then Sentomaru, and then whoever is holding the control chip.

That means that Jaygarcia Saturn as Gorosei also has the authority to control Pacifista beyond Vegapunk.

Some interesting sayings by Jaygarcia Saturn

In the appearances of the Gorosei, there are several moments where Jaygarcia Saturn conveys interesting things.

In chapter 303, when the Gorosei heard that Aokiji wasn't at Marine Headquarters, Saturn was the one who said that Aokiji might just be taking a walk. Then his colleague commented that he was annoyed because Aokiji as an admiral likes to move around on his own.

In chapter 594, Saturn was the one who commented that Luffy was always in the news, but since Luffy is Garp's grandson, he wasn't surprised.

In that chapter, Saturn also highlights Blackbeard having started his action in New World, and defeating a rookie with a bounty of more than 100 million Belly. (It was revealed in chapter 595 that Blackbeard the Bonney defeated).

Saturn's very prominent remark occurred in chapter 1044. There were Gorosei who said that they had lost their elite agent (Guernica) and made Kaido angry.

Saturn replied, "What if I told you there was a potential future that would have us begging for this outcome? It's always better to eliminate harmful variables."

So Saturn at that time felt that Luffy was a variable that really had to be removed, so that it was okay to sacrifice a CP0 agent and provoke Kaido's anger.
